Norman is an employment centre before it is anything else. The city’s own economic data puts the University of Oklahoma’s Norman campus above 10,000 employees, with Norman Regional Health System, Norman Public Schools, Bosch, Advanced Call Center Technologies, Riverwind Casino and Walmart each above 1,000. Below them sit Avara, the City of Norman, Cleveland County and the National Weather Center, each in the 500 to 999 range.
On top of that resident and working population, the same figures count 38.5 million non-resident visits in 2025 from 3.7 million unique out-of-market visitors. Whatever else that means, it means parking. Lots serving hospitals, campuses, hotels and the retail along the I-35 corridor take traffic that has nothing to do with the 130,900 people who live here, and they take it in surges. Surface wear on a lot like that is not a function of its age alone.
Local requirements
Norman adopted a Center City Form-Based Code on 22 August 2023, covering the Center City Form District shown on the code’s regulating plan. Campus Corner sits inside those boundaries but is currently excluded. The part that bears on pavement: vehicle parking must sit behind the parking setback line — typically thirty feet behind the required building line — unless it is below grade, on-street, or the regulating plan says otherwise. Ground-level mechanical equipment must be screened so it is not clearly visible from the street. None of this touches resealing or restriping a lot that already exists, but it governs where a new or reconfigured lot can go in that district.

Why Oklahoma is hard on asphalt
NOAA's 1991–2020 climate normals for Oklahoma City record 71 days a year at or below freezing, of which only about eight stay below freezing all day. That leaves roughly sixty days when pavement crosses the freeze line in both directions — and it does that against average July highs of 94°F and about 36.5 inches of rain a year. Water gets into a crack, freezes, expands, and levers it wider. Then the summer bakes the binder out of whatever the winter opened up. That cycle is why sealcoat and crack sealing are maintenance here, not cosmetics.
