Edmond crossed 100,000 residents in the Census Bureau’s 2025 estimate — 100,479, against a 2020 census base of 94,428. Its commercial weight sits on two spines: Second Street, which is State Highway 66, and Broadway, which is US-77. The city thought those corridors important enough to commission a dedicated 2nd & Broadway Corridors Study, running community meetings through 2025 and into February 2026 and publishing an executive summary in July 2026.
The other thing that shapes pavement here is institutional. Edmond Public Schools runs 28 schools for 25,746 students, and the University of Central Oklahoma sits inside the city. Campuses and church properties carry a particular kind of load — near-empty most of the week, then a few hundred vehicles arriving and leaving inside the same twenty minutes. Add the office and retail along the I-35 frontage and Edmond has a lot of asphalt that gets hit hard in bursts rather than steadily.
Local requirements
Edmond has had a Low Impact Development ordinance since October 2009, at Section 23.20.050(e) of Title 23 of the municipal code. It matters to property owners more than most people expect. Where an approved LID best management practice — permeable paving, a bioswale, a rain garden — has been used to reduce a site’s stormwater detention requirement, the owner responsible for that BMP’s upkeep must be named on the site plan and plat, and the BMP has to be inspected by a licensed Oklahoma engineer, at the owner’s expense, on intervals set by the City Engineer and not exceeding five years. If your lot bought its detention relief with permeable surface, that surface is a maintenance obligation, not just a paving choice.

Why Oklahoma is hard on asphalt
NOAA's 1991–2020 climate normals for Oklahoma City record 71 days a year at or below freezing, of which only about eight stay below freezing all day. That leaves roughly sixty days when pavement crosses the freeze line in both directions — and it does that against average July highs of 94°F and about 36.5 inches of rain a year. Water gets into a crack, freezes, expands, and levers it wider. Then the summer bakes the binder out of whatever the winter opened up. That cycle is why sealcoat and crack sealing are maintenance here, not cosmetics.
