NE 23rd Street — US-62 — is Choctaw’s primary commercial corridor, identified as such in a corridor study the city commissioned from the University of Oklahoma’s Institute for Quality Communities in 2023. The city’s comprehensive master plan describes NE 23rd as carrying the densest development, and points to SE 29th Street and Reno Avenue as future turnpike exit routes targeted for further commercial growth.
Choctaw Marketplace at NE 23rd and Dale Stearns Drive anchors the retail, with a Walmart Supercenter adjacent. The city has also designated an 80-acre industrial park, a 35-acre commercial business park at Choctaw Creek, and a 38-acre retail Town Center, alongside the Eastern Oklahoma County Technology Center campus.
The master plan is unusually candid about where the city stands: it puts Choctaw’s retail ratio at 0.5 acres per hundred residents and states plainly that the city is not a regional shopping destination. For a property owner that is useful context — the competition for the trips you do get is largely about whether your property looks worth pulling into.
Local requirements
The 23rd Street corridor study and the comprehensive master plan both point the same direction: the city is actively working on the corridor’s function and appearance, including a sidewalk gap analysis and placemaking work, and is explicit that commercial development is what funds infrastructure and city services. Development review runs through the Planning Division and Development Services at City Hall.

Why Oklahoma is hard on asphalt
NOAA's 1991–2020 climate normals for Oklahoma City record 71 days a year at or below freezing, of which only about eight stay below freezing all day. That leaves roughly sixty days when pavement crosses the freeze line in both directions — and it does that against average July highs of 94°F and about 36.5 inches of rain a year. Water gets into a crack, freezes, expands, and levers it wider. Then the summer bakes the binder out of whatever the winter opened up. That cycle is why sealcoat and crack sealing are maintenance here, not cosmetics.
