Bethany’s commercial spine is the NW 39th Expressway — Historic Route 66 — which the city’s comprehensive plan calls the main drag. Campus and healthcare lots have their own rhythm. Universities empty out between semesters; a children’s hospital never does. Both are schedulable, but they need different plans, and neither tolerates a contractor who shows up assuming a retail phasing model will work.

Bethany requires a plan for parking lot resurfacing

This one is specific and directly relevant. Bethany Code §158.035 states that “Plans for parking area resurfacing…will be required, including drainage plans, and will be reviewed and approved by city staff for compliance with city specifications.” The same section requires parking spaces to be clearly marked with paint or plastic striping providing permanent delineation, wheel guards centered in spaces, and at least 5% of the parking lot area landscaped. Site plans go in as three physical copies plus a digital copy, certified by a licensed surveyor, engineer or architect, with a 15-day review.

The freeze–thaw problem

NOAA's 1991–2020 climate normals for Oklahoma City record 71 days a year at or below freezing, of which only about eight stay below freezing all day. That leaves roughly sixty days when pavement crosses the freeze line in both directions — and it does that against average July highs of 94°F and about 36.5 inches of rain a year. Water gets into a crack, freezes, expands, and levers it wider. Then the summer bakes the binder out of whatever the winter opened up. That cycle is why sealcoat and crack sealing are maintenance here, not cosmetics.
